 CAB Meeting Packed with Issues

September 10, 2008 - The Charles A. Beard School Board will meet Tuesday, September 16, at 7 p.m. in the Knightstown High School Media Center. A 6 p.m. executive session will precede the public meeting.

According to a tentative agenda released Tuesday by Superintendent Gary Storie, the executive session topics include strategy discussion regarding collective bargaining with the teachers’ union. The school board will also receive information and interview prospective employees in the closed-door meeting.

The 7 p.m. public meeting will include a variety of discussion topics. Under the Old Business category, five items appear. School board officials will discuss the corporation’s mileage reimbursement policy, an eminent cell phone policy and the Knightstown High School ECA/food service director position. Additionally, the board will undertake a second reading of its open enrollment policy and discuss the board’s policy on contracts.

The board’s New Business will include more discussion on the possibility of implementing a “web grades” program, in which students’ grades are posted on the Internet for review by parents. The school board will also discuss the CAB central office property and adopt the 2009 budget.

According to school board Vice President Steve Dalton, the board will also consider “refunding,” or refinancing bonds issue in 2001 for construction of the new Knightstown High School. Dalton said CAB may have an opportunity to renegotiate existing bonds at a lower interest rate, thereby saving the corporation thousands.

“It’s like a family budget. We’re attempting to take advantage of lower interest rates in an effort to save as much money as we can,” Dalton said. “Because of budgetary restraints, even if we can go in and save maybe half a percentage point on interest rates, it helps us now and in the future because of lower interest expense. Even if it’s just half a percentage point, it would mean significant savings for the school corporation.”

A financial consultant from Indianapolis will give the board a presentation on bond refunding and other avenues that may help CAB save money. “It’s about trying to reduce our budget in any way we can,” Dalton said. “We’re looking for savings anywhere we can to try and balance our budget this year.”

Under the agenda’s Personnel category, four items appear. The board will accept resignations, appoint a temporary teacher, appoint a Knightstown High School French teacher and undertake extracurricular activities appointments.

Superintendent Gary Storie will offer four reports, among them a financial report. Storie will also discuss the Safe and Drug Free Schools federal grant, the school board attorney and two upcoming school-related conferences.

Two agenda items indicate “Public Expression.” One is near the beginning and another near the end of the meeting.

Again, the agenda given to The Banner Tuesday is tentative. Agenda items may be added or taken away prior to next Tuesday’s meeting.
