 10 Ready to Speak at Tuesday CAB Meeting

September 12, 2007 - As of Tuesday afternoon, 10 members of the public had signed up to address the Charles A. Beard School Board at its September 18 meeting.

Jena Schmidt, CAB's public access officer and administrative assistant to the superintendent, told The Banner that those who have signed up are expected to speak about insurance matters, the board's public comment policy, air conditioning for the elementary schools and teacher concerns. She said that others who wish to address the board at next week's meeting - set for 7:30 p.m. at CAB's central office building, 345 N. Adams St. - have until 4 p.m. Thursday to sign up.

Under a new board policy that took effect September 1, members of the public wanting to speak at a board meeting must sign up at least five days in advance of the meeting. Additionally, this advance notice must also identify the topic the person wishes to address with the board.

According to the board's new policy, each person addressing the board will be limited to five minutes, and the total amount of time allowed for public comment is 20 minutes, unless extended by the board. Other provisions of CAB's new policy on public comment at board meetings include:

*Public participation shall be permitted as indicated on the order of business at the discretion of the presiding officer;

*Participants must be recognized by the presiding officer and will be requested to preface their comments by an announcement of their name, address, and group affiliation, if and when appropriate; *No participant may speak more than once on the same topic unless all others who wish to speak on that topic have been heard;

*All statements shall be directed to the presiding officer; no person may address or question board members individually;

*The presiding officer may interrupt, warn, or terminate a person's statement when the statement "is too lengthy, personally directed, abusive, obscene, or irrelevant";

*The presiding officer may ask any individual to leave the meeting when that person does not "observe reasonable decorum," may ask for the help of law enforcement in removing disorderly persons who interfere with the orderly progress of the meeting, and may call for a recess or adjournment when a lack of public decorum interferes with meeting's orderly conduct;

*The presiding officer may waive the rules, with the board's approval, when necessary "for the protection of privacy or the administration of the Board's business."
